The Uttar Pradesh Board Open School Examination also proposes to open schools in the State of Uttar Pradesh and to provide free education at secondary and senior secondary level to those belonging to disadvantaged groups (e.g. the Scheduled Castes, the Scheduled Tribes, Socially and Educationally disadvantaged classes and other socially, culturally, economically, geographically weaker sections of the society, etc. as specified/ notified by the appropriate Government) and people belonging to weaker sections who are unable to get secondary and senior secondary education in the normal course of life

Open schools have now been established and have developed rapidly in many countries to cater for primary and secondary students. Some of them have very high enrolments. For example, the National Open School of India had a cumulative enrolment of 354,811 between 1992 and 1997.
